Author Interview:
What inspired Webster
the Beagle and his Adventures on the River? Why did you want to write it?
I love the river and all the outdoor activities related to
nature. It seemed natural for me to write the second installment of the Webster the Beagle series about the
river. It also comes easy and from the heart when the book you’re writing is
based on your real-life experiences.
Tell us about the
book.
The book shares the wonderful world of river life and the
experiences one can from time spent there—fishing, crabbing to watching the
birds. The book is from the eyes of Webster, the beagle, and how he experiences
the river but also in an educational way to teach children and adults fun facts
they might not have known.
Is Webster the Beagle
and his Adventures on the River the second installment in Webster’s journey?
Can we expect more tales about him in the future?
Yes, it is the second installment in Webster’s journey. At
this time, I cannot commit to more tales of Webster.
We adopted Webster when he was an older dog so we did not
have as many years with him as we would have liked. However, learning how
beagles have a unique unconditional love and joy has influenced my wife and I
to adopt more beagles. We are now on our 3rd and adopted Billy when he was a
puppy, which has been so much fun daily watching his personality develop.
Could you share your
unique writing process with us? Do you meticulously plan the story, or does it
unfold as you write?
I have been very fortunate as in writing Webster the Beagle
was originally just something for me to do to honor my dog, Webster who was my
heart dog. And then I realized his life story became a storyline which developed
into a children’s book that I wanted to share because Webster’s joy had to be
shared because he loved to share it with so many.
Do you write at the
same time and place each day?
Not particularly but I do have to clear my head of all other
things and put myself in the mindset of a writer to tell a story since I am
still growing as an author.
What do you like to
do for fun?
What do I not like to do! I enjoy everything I wrote about
in Webster and his Adventures on the River. I am an outdoorsman, a waterman at
heart—the oysters, crabbing, and rock fishing are routine parts of my life. I
also love to travel, play tennis and pickleball and follow sports, specifically
James Madison University, as I am a passionate alum.
Did you enjoy reading
when you were a kid?
My siblings and I were all readers as kids as my mom, who
was a teacher and volunteered at our local library by driving the bookmobile,
made sure our summer reading list was always completed by June.
What are some
recommendations you have to get kids to read more?
I think it’s great that kids today can experience books in
all different kinds of forms from hard copy to an electronic device to having
them read aloud on YouTube. Whatever it takes—just like my mom driving the
bookmobile, it’s the access to the books that matter.

Frank
Payne’s energy and enthusiasm are contagious, so dog breeds such as beagles and
Labradors are a perfect fit for him. He is an avid hunter, tennis player, and
fan of all things James Madison University. Frank is also active in his
community and enjoys exploring new ventures—from owning racehorses to oyster
farming.
Frank is
vice president and a minority owner of PD Brooks Company Inc., a traffic
control company in Richmond, Virginia. He lives in Richmond with his wife,
Caren, and their two dogs: Billy, the beagle, and River, the black Labrador
retriever. On July 1, 2022, Frank adopted Billy the beagle from Richmond Animal
Care Control (RACC). Billy was one of over four thousand beagles rescued from
Envigo and adopted across the country. RACC was instrumental in protecting and
fostering many of the beagles in Virginia.
